I’m surprised that a lot of people over look the ‘Right’ time for tweeting.
A simple search in Google for ‘The best time to Tweet’ or the ‘Right time to tweet’ will throw up some very surprising (and valuable) information.
Anything one can do to improve engagement on Twitter is something to take seriously.
Leaving some space in a Tweet so that the re-tweeter can add @Handle was an interesting point you made. I’ve overlooked this quite often.
Ensuring the delivery of 15 to 20 tweets a day, may be a bit of overkill (I think).
Even if it is not, pushing out 15 to 20 interesting, value add, tweets every day for 5 days a week is a really tough job for anyone.
If one can sustain this, while adding value to their followers, I’m pretty sure engagement on Twitter will soar.

Hi Mohit, first time to your blog, and I really enjoyed your post here!
For tweets promoting my own content, I use free stock images for pic backgrounds, with a nice quote. If you can tie the quote in with a post on your site, it’s a home run. I find these get retweeted and liked a lot. Or, you can use a solid background with the text of your blog post, and the same colors you use on your site (helps branding.)
I use hashtagify.me to find relevant hashtags or Twitonomy to find what hashtags a certain person is using often. I also like to use a scheduling tool like SocialOomph or StatusBrew. When I find a useful tweet, I drop it into the tool’s bucket to be scheduled.
I agree with you – increasing the tweets per day increases the chances someone will see your tweet. And if you have enough good tweets, you don’t have to worry as much about timing. I schedule as many tweets a day as I can so that every tweet in my scheduling bucket isn’t repeated for 3 weeks or so. (I wouldn’t schedule more than 100 tweets a day, though.)
